Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, stressed the important role of the Constitution on Saturday when presiding over a group study session of the Political Bureau of the CPC Central Committee.
Highlighting the supreme status of the Constitution, Xi said: "No organization or individual has the power to overstep the Constitution or the law. All activities that violate the Constitution and laws must be reprimanded and rectified."
Xi called for speedy efforts to set up systems to enrich the legal norms, strengthen the supervision by law, and guarantee the implementation of the Constitution.
After reviewing the history of the building of the Constitution, Xi urged confidence in the path, theory, system, and culture of socialism with Chinese characteristics, as well as in the leadership of the CPC as confirmed in the Constitution.
Xi also pointed out that promoting the learning, publicity and education of the Constitution is the significant foundation of its implementation.
The education of the Constitution should be put into national education system, stressed Xi. "Teenagers should establish the Constitution consciousness and legal awareness, thus form the habit of obeying the law."
The legal consciousness of cadres and the general public should also be improved. All citizens should be the firm defenders of the Constitution, underlined Xi.
The second plenary session of the 19th CPC Central Committee has deliberated the draft amendments to part of China's Constitution on January, giving full play to the important role of the Constitution in advancing the rule of law in all areas and modernizing national governance system and capacity.
History of amendments to China's Constitution
The Constitution was adopted on Dec. 4, 1982. It is expected to be amended for the fifth time in March when the 13th National People's Congress (NPC) convenes its first session.
