Chinese fugitive gives himself up after 18 years on the run

An economic fugitive has returned to China and turned himself in on Thursday after fleeing overseas for 18 years.
Liu Changkai, who worked as a headmaster for a driving school in Beijing, fled to the US in October 1999.

The 56-year-old, on suspicion of fraud, was on Interpol's red notice for international arrest and listed as number 19 on China’s 100 most wanted corrupt fugitives, which was issued in 2015.
Liu is the 44th person on the list to be brought to justice.
