When reporting the（epidemic) information, they should report to the central leadership directly, either the State Council or its health organization, don't report level by level any more. The provincial governments should have the right to take measures as soon as such emergencies happen, they shouldn't have to wait for the central government order."

LIU ZHONGJUN NPC Deputy Peking University Third Hospital "Our blood donation law adopted many years ago ruled that donors should be between 18 and 55 years old. I don't think that's right. Our life expectancy is over 70 now. We have a smaller donor group and an increasingly bigger user group. If our motion to amend the law is adopted, the blood shortage issue might be eased somehow."
