Conflict in the northeast of the Democratic Republic of Congo is driving refugees into neighboring Uganda. CGTN'S Daniel Arapmoi has been speaking to officials in Kyangwali, Uganda, about the challenges they are facing.
The attacks in Eastern Democratic Republic of Congo have triggered weeks and months of uncertainty forcing hundreds of thousands of Congolese to seek shelter in Uganda. But congestion in the Kagoma reception center is placing a strain on already badly over-stretched facilities.
DANIEL ARAPMOI KYANGWALI, UGANDA "Kagoma reception center is currently hosting over five thousand refugees from the Democratic Republic of Congo."
But this reception center was built to accommodate a maximum of 2,500 people.
CLIFFORD OCHAN, RECEPTION MANAGER KYANGWALI SETTLEMENT "We have over four thousand, so a little bit of, you know, pressure on every facility that is around. That's the challenge we get and you know where people are you always have this issue of commotion here and there."
Nearly two thirds of the new arrivals are women and children in desperate need of humanitarian assistance. Relief agencies are trying to provide the much needed assistance but many are being affected by insufficient funding.
JULIUS MUWEREZA, ASSISTANT SETTLEMENT COMMANDANT KYANGWALI "Basically resources are not enough because as you receive them you cannot tell how many are coming so you might receive very many yet resources that are there are not enough, so mobilizing resources for all these people to benefit becomes a big challenge."
Uganda's 2019 refugee response plan requires 927 million dollars of which only 18 percent has so far been received, leaving a huge funding gap. Officials are appealing for more global support to help UNHCR and partner organizations supporting Uganda's refugee response provide even the most basic life-saving assistance. Uganda hosts the largest refugee population in Africa, with over 1.3 million refugees majority of whom are from South Sudan, the Democratic Republic of Congo and Somalia.
