Earlier my colleague Asieh Namdar spoke to Dan Ikenson, from the Cato Institute, a Washington-based think tank. Ikenson said while some US policy makers believe China has failed to comply with WTO rules, facts suggest otherwise.

That has not been the case. Because it might be useful to us now to say we'll just unilaterally impose duties on you. But that means the rules are gonna break down".
