20 detained over Beijing deadly fire, arson ruled out
An electrical fault was determined as the cause of the deadly fire that ripped through an apartment building in the suburbs of Beijing earlier this month, killing 19 people.
Police on Monday said they ruled out arson, and noted that 20 suspects have been taken into custody for negligence causing serious accident.
 On the night of Nov. 18, a fire broke out at a three-story apartment in Xinjian village of Daxing district, southern Beijing, mostly inhabited by migrant workers from outside the capital.
