China takes two big steps forward in its quest for a more favorable business environment. Since last May, two key processes involved in construction projects have been expedited, happening twice as fast in some cases. Today, the State Council Information Office reported the progress of this reform.
In nearly a year of pilot reform for construction projects, much of China has seen positive results. Since May, examination and project approval time has been cut in half in 15 pilot locations. The government now is standardizing the practices nationally.
HUANG YAN, VICE MINISTER HOUSING AND URBAN-RURAL DEVELOPMENT "By the end of the second quarter this year, these two processes will be reduced to 120 working days. A universal framework for examinations, and data sharing platform will be established roughly."
Prior to the reform, items for approval, as well as time required for approvals and examinations varied greatly in different areas and projects, resulting in a low-efficiency business environment. The ministry now also calls for stricter regulation of the supervision system.
HUANG YAN, VICE MINISTER HOUSING AND URBAN-RURAL DEVELOPMENT "We should strengthen supervision during the examination process. We should also establish a credit system along the way to help supervise the process."
Due to the various departments involved in the exam process, and different local cultures, the ministry says setting up this nationwide standard and initiating it will take some time. CGTN, Beijing.
