Chinese Premier Li Keqiang called for the establishment of a "talent highland" and encouraged farmers to learn advanced agricultural technology and set up their own business during his visit to Yangling Agricultural Hi-tech Industries Demonstration Zone in northwest China's Shaanxi Province on Monday.
Yangling is China's first national-level agricultural high-tech industries demonstration zone and also the only agricultural free-trade test area in China.
Years of development has made Yangling an important city of agricultural science.

Li visited four parks inside the zone, urging local government to create "talent highland" and spread advanced agricultural technology and innovation mechanism to other places, benefiting more farmers all over the country.
After learning that some farmers use mobile applications to apply agricultural science in villages and send farm produce to cities, Li praised their pioneering work as "internet + agriculture + poverty alleviation," hoping they can go further not only to the whole country but also the rest of the world.
Li also visited Yangling Agricultural Cloud Company in the zone.
"Agriculture not only depends on the 'sky,' but also on the 'cloud,'" said Li after watching a cloud map showing big data information of land transactions and intelligent farms.

He pointed out that agriculture is no longer a weak industry as long as information technology backs it and there is enormous potential for the combination of farming, the Internet, mass entrepreneurship, and innovation.
Li inspected the general service hall of the free-trade test zone in Yangling. Via QR-code scanning, uploading ID cards and photos, farmers can apply for a business license without running errands. He praised the innovative reform which provides convenience to the public.

Li also went to a village to review the situation of poverty alleviation. He visited two families and talked with the villagers, asking their income and medical insurance.
