54th Munich Security Conference: Defense officials, state leaders meet on international security policy
[]
We begin in Germany, where top defense officials and state leaders are gathering for the 54th Munich Security Conference. For the next few days, representatives from NATO, the European Union and the United Nations will be discussing international security issues. German Defense Minister Ursula von der Leyen delivered the opening speech, warning that military action alone cannot prevent terrorism.
URSULA VON DER LEYEN GERMAN DEFENSE MINISTER "ISIL does not negotiate. ISIL beheads people. So, it was correct to forge the coalition against terrorism. Jointly, we have made ISIL suffer a military defeat. In the long run, however, we can only prevail in this region if we manage to establish political and social stability. It is clear the military interventions cannot prevent the radicalization of an entire generation of young people. Violent extremism primarily thrives where politics and governance have failed; where poverty, exclusion and marginalization are the order of the day."
ANTONIO GUTERRES UN SECRETARY GENERAL "All these conflicts are clearly related to threats of global terrorism. Now we also noticed that in these contests, that I metics violated International humanitarian law, human rights law, refugee law we are taking place, with people suffering enormously, and that is practically impossible to guarantee in counterability in relation to those terrible violation."
