Born in April 1960, Zhou Qiang holds a master's degree from Southwest University of Political Science and Law in Chongqing.
After ten years working at the Justice Ministry, Zhou was named director of its law department in 1995.
The same year, he became a secretary of the 13th Communist Youth League Council Central Committee Secretariat, and three years later, he was named first secretary of the same organization.
He was governor of Hunan province from 2007 to 2010.
In 2013, he was elected as President and Chief Justice of the Supreme People's Court.
