South Korean President Moon Jae-in says conditions are now right for talks between the United States and the DPRK. However, during a meeting with other party leaders, Moon warned against over-optimism and ruled out the possibility of easing sanctions on Pyongyang. His comments came after his envoys -- who have just returned from a historical trip to the north -- said the DPRK was willing to have talks about its nuclear program. The two sides have also agreed to hold a summit next month and set a hotline for the two leaders.
