China also has had lots of interaction with the African nation of Uganda. The two countries have worked together on trade, infrastructure and education since establishing diplomatic ties in the 1960s. China has been in charge of building many of Uganda's public facilities, including the office of its Foreign Ministry, motorways and two hydropower projects. Bilateral trade volume surpassed 800 million US dollars in 2017. Our reporter Li Jianhua sat down with Ugandan President Yoweri Kaguta Museveni in the city of Entebbe. The president said he's keen to further gain access to China's market.
LI JIANHUA CGTN REPORTER "Mr. President, you have met with Chinese President Xi Jinping for a couple of times. Both parties have agreed on all-round cooperation. Can you talk about the cooperation, like what particular projects we have between the two countries - China and Uganda?"
YOWERI KAGUTA MUSEVENI UGANDAN PRESIDENT "We've therefore been cooperating with China ever since 1949 when there was a new leadership. In recent times, China supported Africa in fighting the colonial regimes in southern Africa. After that, we are now cooperating with China in infrastructure. They have given us soft loans for building two dams - Karuma and Isimba. They have also given us the soft loans for the Entebbe expressway and for the international airport. (We also use your own money to hire Chinese companies for doing road works upgrading. Besides, they have opened for us zero-tax rate without quota to the Chinese market for 440 products. We're therefore very happy. We also buy a lot of things from China. Our import from China is like 800 million US dollars."
LI JIANHUA CGTN REPORTER "So what's your expectation from the upcoming China-Africa Cooperation Forum in September in Beijing. And do you have any particular projects in mind?"
YOWERI KAGUTA MUSEVENI UGANDAN PRESIDENT "One is for them to open their markets more for our projects. Then on the issue of soft loans, we can continue, in some other areas, like power dams. But especially, buying our products. One of the big ones is the pipeline in the east of the Uganda area - from Kenya to Kampala, from Kampala to the border with Congo, to the border with Rwanda, and eventually to the border with Sudan. This one we don't have to do all of the soft loan with China. But we cooperate by providing contracts, labour on good terms by the Chinese companies, Chinese railway building companies."
LI JIANHUA CGTN REPORTER "So, jobs, infrastructure and everything related. And there are some concerns in the international world - the Chinese infrastructure, like the quality is substandard - it's lower. What's your take on that? "
YOWERI KAGUTA MUSEVENI UGANDAN PRESIDENT "No, but the quality is defined by the employer. The ones who employ you are the ones who say I want this quality. You define yourself. So if they don't do that, they won't fulfill their contracts. It's the employer who defines the quality."
LI JIANHUA CGTN REPORTER "So besides infrastructure and some other cooperation, China and Uganda also work to maintain peace-keeping missions in Africa. What do you think the two countries could do to further their cooperation in the future in the regard?"
YOWERI KAGUTA MUSEVENI UGANDAN PRESIDENT "Well, the Chinese Navy contributed in fighting pirates in the Indian ocean. They were there. When it comes to peace-keeping, we normally work by ourselves, but with the UN. The Chinese help us there by selling us good equipment. We buy equipment. We pay for it. That also would help us build a stronger army."
