White paper on public health issued by Chinese gov't

The Chinese government published a white paper about public health on Friday, stressing that health is a precondition for the survival of humanity and the development of society.
The State Council Information Office released the white paper, which included information about the development of public health as an essential element of human rights in China.
According to the white paper, the right to healthcare is a significant basic human right and is the guarantee for a life with dignity.
Everyone is entitled to the highest standard of health care and it should be equally available and accessible to all, it said.
It also includes information about ensuring people's right to healthcare based on China's improving economic conditions, such as the continuous improvement of the healthcare environment, and public health service's capability, as well as active participation in global health governance and international medical assistance.
