Relations between South Korea and the DPRK began thawing since the start of this year.
In his New Year speech, Kim said the country would participate in the Pyeongchang Olympics, and expressed willingness to talk with Seoul.
In February, Kim's sister Kim Yo Jong led a high-level delegation at the Olympics opening ceremony and met senior South Korean officials. She also conveyed her brother's invitation for President Moon to visit Pyongyang in their meeting.
There was another high-level delegation at the closing ceremony, this time led by DPRK national intelligence chief General Kim Yong Chol. He told Moon about the DPRK's willingness to hold talks with US.
And most recently, officials from both sides held a meeting to hammer out a date for the inter-Korean summit. Kim and Moon will have their first meeting on April 27th.
