China Employment & Social Security: China's social security system makes progress despite challenges
[]
Welcome back to the program. China's employment and social security system has witnessed much progress over the past year, though problems and challenges remain. There are two years to go before China's self-imposed deadline on pulling every person in the country out of poverty. CGTN's Li Jianhua has more on the road ahead.
"The supervision of China's social security fund is chaotic, as it is conducted separately at different levels. We don't have a sharing platform on the internet yet, so the supervision remains a problem."
"All in all, it's good, but there are still some problems. For those who come to Beijing from other places, they still can't use their medical insurance."
"My company helps take care of my social insurance stuff and housing fund. To be honest I don't really worry about how it's managed."
Some concerns are still out there among the public when it comes to social and medical insurance funds management in China despite the progress made over the past years.
Official figures show the total revenue of the so-called five social insurance funds have reached over 6.5 trillion yuan, about 150 billion US dollars.
YOU YUN MINISTRY OF HUMAN RESOURCES AND SOCIAL SECURITY "China's social insurance mechanism is not supervised by the central government directly. For instance, the basic pension insurance is controlled by the provincial governments, and the medical insurance is under the supervision of the municipal governments. Problems such as uneven distribution of resources remain to be solved. So in some areas, we do see some deficits. But in the context of China as a whole, it is running well."
Progress in the integration of basic medical insurance schemes for urban and rural residents is said to be noticeable. Nearly nine thousand medical institutions have been registered on a sharing platform to facilitate hospitalization in other places.
YOU YUN MINISTRY OF HUMAN RESOURCES & SOCIAL SECURITY "The project of realizing hospitalization in other places was put in place by the end of 2016, which ran well last year. But the stability, management and efficiency of the system still need to be improved, as the system is still young at the moment."
As to whether China would lose its "population dividend" in the long run, officials say China's workforce will remain strong before 2035.
ZHANG YIZHEN MINISTRY OF HUMAN RESOURCES & SOCIAL SECURITY "The working-age population, namely those between 16 and 59, stood above 900 million in 2017. It's estimated to be above 800 million for a while - before 2035, the number will be between 800 and 900 million."
LI JIANHUA BEIJING "China's aging population is bringing with it unprecedented challenges for the world's most populous country. Efforts are underway to make sure poverty in China will be eradicated by 2020 as promised. LJH, CGTN, BEIJING."
