Syria Conflict: Differences had held up Security Council resolution vote

The Security Council vote had been delayed twice since Thursday, prior to Saturday's passing of the resolution. That was due to differences among major powers. The Russian side said the truce would not be possible without agreements between warring factions. Russian UN envoy, Vassily Nebenzia, said on Friday that the root cause of conflicts in Eastern Ghouta was the long-term occupation by terrorists. He accused the US-led coalition of not targeting the militants during the operations. Meanwhile, the US, France and the UK said Russia was just trying to buy time for Syrian government forces to conduct operations.
