Uganda's Federation of Motor Sport has come under scrutiny over crowd management during competitions.
As rally crews have protective gear and safer cars, the security of fans and spectators remains a major concern. 
Drivers are scared of the crowds who sometimes stand too close to the roads, and disperse at the last moment.
Local officials believe that the crew and the fans should be educated through methods like radio talk every week.
