Beijing authorities reinforce supervision over city's kindergartens

The Beijing Municipal Education Commission has announced it will implement all-round supervision over all the city’s kindergartens, by installing surveillance cameras, assigning ad-hoc supervisors and strictly screening the credentials of staff members, the Beijing Youth Daily has reported.
The new measures come after a scandal erupted when parents of children attending the New World Kindergarten reported alleged abuse to police, including claims that children had been injected and given unidentified pills.
An investigation is ongoing and classes at the kindergarten resumed Monday morning.

Initiated by the city's education commission, an inspection into safety, environment, faculty and administration of kindergartens is underway, aimed at creating a database for standardized management.
Surveillance cameras will be installed in all kindergartens for real-time supervision, some of which will be connected directly to police for the safety of children and staff.
"Some extra encrypted cameras are being installed in the kindergarten, except in restrooms, which could cover all areas," one principal from a kindergarten in the city’s Dongcheng District told the paper.

"For example, in the past we had only one camera in each classroom but now we have one more being installed to realize seamless monitoring."
In addition to smart supervision, the city’s education authorities also require each kindergarten to have a superintendent who is responsible for ensuring regulations are met and establishing an efficient and smooth communication channel between kindergartens and parents.
The commission also stressed the importance of a supervisory body to regulate kindergarten teachers’ credentials and qualifications and that principals should be held accountable for kindergarten management.
