Does Xi’s speech point to way of interpreting China’s relationship with the US?

Li Cheng, a senior fellow and Director of Research at the Brookings Institution’s John L. Thornton China Center, thinks that Xi Jinping’s speech at the opening of the 19th CPC National Congress on Wednesday could be interpreted as a way of examining China’s relationship with the United States.
He thinks that China has gradually been moving to the center of the international stage, particular due to global projects like the Belt and Road Initiative, while economic reform and the sweeping anti-corruption clampdown have been well-received in some countries around the world.  
Li said that Xi’s speech not only showed confidence, but also a sense of moderation, particularly by touching on some of the challenges still to be addressed.
By the end of Xi’s address, he had placed strong emphasis on market access and foreign investment, prompting Li to say that China remaining open to the outside world is good news for the international community.
He pointed out however that it is important for the international community to understand China’s transformation.
“Xi Jinping already made a point, China will continue to contribute [to the] world’s peace, and China-US relations should be win-win,” he said.
While he thinks that China is still catching up in some areas of technological development, he sees tremendous room for China to cooperate with the US in this field.
