"Our aim is to find an efficient way of building a community with shared destiny and creating a better world. We are going to achieve this through dialogues with different parties from different countries," said Guo.
The meeting comes after the 19th CPC National Congress  held in October. Its aim is to communicate to other countries and discuss Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
"We hope that parties from every country can learn governance experience from each other, and improve theirs. Our Party is open and inclusive. We introduce to the world our experiences and practices, and are willing to open our hearts to learn from others the beneficiary experiences which suit us," noted Guo.
In addition to the main talks, parallel sessions on a variety of topics will also take place ahead of the release of an outcome document, he added.
The document is expected to outline ways for improving communication and greater collaboration.
Two posters advertising the event have also been released which feature Chinese tea, long used to represent the bridge between friends.
