During the past almost 40 years, China has brought more than 800 million people out of poverty, a remarkable achievement. But by 2015, after it became clear that no matter how much China’s national economy would continue to increase there would still remain tens of millions of Chinese citizens living in extreme poverty, President Xi Jinping suggested the idea of eliminating extreme poverty by 2020 and using “Targeted Poverty Alleviation” to do so.
