During the address, Duterte outlined the government's plans on domestic and international issues including the war on drugs, the fight against terrorists in the southern city of Marawi, energy and environmental protection, and independent foreign policies.
Duterte said at the beginning of his speech that he would continue his controversial war on drugs, despite pressure at home and criticism from the international community.
"Illegal drug is the root cause of so much evil and so much suffering," said Duterte.
He emphasized that he has "resolved that no matter how long it takes, the fight against illegal drugs will continue."

Touching on the ongoing fight against terrorism in the city of Marawi and the peace and challenges to order in Mindanao, Duterte said that despite all efforts, peace still eluded its citizens.
He called on security forces to continue their fight, adding that the government will be beside them in support.
During his address, he also called for a stop to mineral exportation, saying that he wants all mineral resources extracted from the country to be processed domestically.
He also said that he will hold mining companies responsible for the clean up and rehabilitation of areas damaged by mining.

"We will not recklessly and needlessly harm the environment. The protection of the environment must remain a priority," said Duterte, vowing to tax those who fail to "restore environment virginity."
