A weekend-long snowstorm paralyzed Moscow as it delayed flights and cut power supplies in the city on February 4-5. The authorities said 45 centimeters of snow had fallen between Saturday and Monday morning, or 20 percent more than the average snowfall in February of previous years. Temperatures have dropped to as low as minus 17 Celsius degree. The army was asked to send in troops and trucks to help with the clear-up.
