China has unveiled a massive cabinet reshuffle plan to improve the government's structure, and make it more efficient and service-oriented. The State institutional reform plan of the State Council, or the cabinet, will be submitted to lawmakers for deliberation.
The plan calls for the creation of new departments. The composition of the State Council will be 26 ministries and commissions.
The new ministries will cover national resources, the ecological environment, agriculture and rural areas, veteran affairs, and emergency management. A new National Health Commission will also be set up.
There will also be an administration for immigration affairs, a new agency for international development cooperation, a banking and insurance regulatory commission, and a national market supervision commission to be affiliated to the State Council.
According to the plan, the number of ministerial level entities will be reduced by eight, and vice-ministerial entities by seven. These will all advance institutional restructuring in key areas. The goal is to strengthen the government's functions in economic management, market supervision, social management, public services, and environmental protection.
