China Constitutional Amendment: A look into package of proposed changes

The Communist Party of China's Central Committee made public its proposal on amendments to China's Constitution on Sunday. The proposal will be brought before China's Standing Committee of the National People's Congress. Here's a look at what could change.
The proposal by the CPC Central Committee comes amid a new era for China. It includes the removal of term limits for the president and vice president. It reads, "The term of office of the President and Vice President of the People's Republic of China is the same as that of the National People's Congress." Absent in the new version being proposed is the line that reads "they shall serve no more than two consecutive terms."
It also calls for the inclusion in the Constitution of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
The inclusion of the Scientific Outlook on Development was also proposed.
Another eye-catching suggestion is the establishment of the supervision commission as a new state organ.
The proposal says the supervisory organ will be listed together with administrative, judicial and procuratorial organs of the State.
The new commission would be made up of national and local institutions and will independently exercise the power of supervision.
"CPC leadership" and "core socialist values" are also highlighted in the proposal.
The proposal says "the leadership of the Communist Party of China is the defining feature of socialism with Chinese characteristics."
The proposal reads the State advocates core socialist values, and the civic virtues of love of the motherland, of the people, of labour, of science and of socialism.
Building "a community with a shared future for humanity" is also proposed to be written into the Constitution.
The proposal says the expression that China will "adhere to the peaceful development path and the mutually beneficial strategy of opening-up" should be added to the preamble.
The committee proposes including patriots devoted to national rejuvenation as part of the patriotic united front in the Constitution.
The term "harmonious relations" among all ethnic groups is included in the proposal for the Constitution as well.
The proposal also suggests all state functionaries take a public oath of allegiance to the Constitution when assuming office.
The listing of ecological advancement as a new function and power of the State Council is another suggested point.
The proposal says apart from economic affairs and urban and rural development, the State Council also has the function and power of directing and administering ecological advancement.
Meanwhile, Chinese cities, with subordinate districts, would be granted the power to make local laws and regulations under the proposed constitutional amendment. Ma Ke, CGTN.
