China's top political advisory body's annual session opens

‍The opening meeting of the first session of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), the country’s top political advisory body, was held in Beijing on Saturday.

Addressing more than 2,000 political advisers, Yu reviewed their work in the past five years.

Citing some of the work done, Yu said the CPPCC has carried out 185 inspections, studies and consultations as well as submitted 74 reports for continued support and in the service of reform.

The chairman also mentioned that consultations related to laws and regulations have also taken place.

“We have offered advice on formulating and amending the Charity Law, the Law on Workplace Safety, the Law on Promoting the Transformation of Scientific and Technological Achievements, Regulations on Express Delivery,” Yu added.

Referring to the development of consultative democracy in the CPPCC, Yu said they have drawn up annual plans and increased the frequency of consultation sessions.

Now, there are two special meetings of the Standing Committee and at least two special consultative meetings each year, compared to just one for each type of meeting previously, said Yu.

A total of 1,635 members joined field trips, study tours and consultative meetings, with a cumulative attendance of 28,500.

Yu reiterated that the CPPCC has committed to implementing the principle of “One Country, Two Systems” and adhering to the 1992 Consensus.

"We strengthened institutional exchanges between National Committee members and delegates from local legislatures in Taiwan, and on the basis of the 1992 Consensus which embodies the One-China principle, promoted the peaceful growth of cross-Strait relations."

“We spared no effort in self-improvement, striving to enhance our capacity and performance in fulfilling our duties,” said Yu.

In total, the CPPCC has received 29,000 proposals, 24,000 of which were accepted and filed, and 99 percent of all filed proposals have been handled, according to Yu.

In accordance with the CPPCC Charter, a total of 38 people have been expelled from the National Committee, including Ling Jihua, Su Rong and Sun Huaishan, said Yu.

In the work report, Yu has also noted that there is still room for improvement.

“Some of our studies and deliberations were superficial and failed to penetrate the heart of the issues,” said Yu, who called for the further exploration of the methods and institutions for democratic oversight, the expansion of the scale and channels for forging unity and friendships, and the strengthening of the role of CPPCC members.
