German Chancellor Angela Merkel says an EU-wide solution to the refugee issue will not be reached at a summit of the bloc's leaders later this week. However, she added that Germany will be seeking direct deals with separate EU states. Merkel made the statement during a press conference with visiting Spanish Prime Minister Pedro Sanchez.
