Germany Van Incident: At least 2 people dead, 20 others injured

German police are no longer treating a van attack as terrorism. Officers say the driver was a mentally disturbed German who plowed his delivery van ran into a crowd of pedestrians near a popular bar in Muenster's historic district. At least 2 people are dead, and 20 others injured.
