Recruiting Talents: Tianjin releases new talent introduction policies

North China's port municipality Tianjin has joined other cities in recruiting talents countrywide to boost its development. The city released new talent introduction policies at the second World Intelligence Congress. Chuck Tinte has more.
It's known as "the diamond of the Bohai Gulf", and the closest seaport to Beijing.
Getting the hukou or household registration is relatively easy.
Under 40 years old, with a bachelor degree. That's all that's needed.

You can settle down in Tianjin just with your birth certificate, diploma and degree certificate."
The hukou system, which defines access to public services, is based on the birthplace and parents of the holder.
An urban hukou enables the holder to gain privileged access to a city's education, health, housing and pension services.

The policies are demand-oriented."
Artificial Intelligence, the new generation of information technology, and biological medicine, talents in those fields are in high demand.
The city also offers subsidies ranging from two to ten million yuan for nationally and internationally recognized scholars, academicians or Nobel laureates.
Amid the enthusiasm, the new policy also draws concerns.
Lavish subsidies may lure talent, but will limited opportunities and resources keep them?
