China's Judicial Reform: Top Justice delivers work report, stresses judicial justice

China's pledge to improve its legal system takes another step forward. At the third plenary meeting of the national legislature, Chief Justice Zhou Qiang and others addressed lawmakers on improving justice and deepening judicial reform. CGTN's Hou Na reports from the Great Hall of the People in Beijing.

Chief Justice Zhou Qiang vows to improve efficiency and quality of trials and aims to bring people justice in every judicial case.
The Top Court has handled 34,794 cases and closed 31,883 of them, a 22.1% and 23.5% increase respectively compared to last year.
ZHOU QIANG , CHIEF JUSTICE & PRESIDENT SUPREME PEOPLE'S COURT "The Top Court will not hesitate to overturn and rectify wrongful cases relating to property rights to protect the legitimate rights of entrepreneurs."
In his report, Zhou pointed out the case of Zhang Wenzhong, former chairman of retail company Wumei Holdings.
Zhang was acquitted after being accused of fraud, bribery and embezzlement in May due to insufficient evidence and wrongful application of laws.
Zhou said the overturn of Zhang's case shows the Top Court's renewed determination.

NPC Deputy Gao Zicheng is a veteran attorney who has handled numerous judicial and legal cases in his decades-long career. He says the key to law enforcement is to establish a social credit system.
GAO ZICHENG NATIONAL PEOPLE'S CONGRESS DEPUTY "To make sure court rulings can be implemented in full, we need not only the courts and law enforcement officers. More importantly, we need to raise public awareness to establish a more credited social order."
Zhang Jun, procurator-general of the Supreme People's Procuratorate says the SPP has rolled out measures to accelerate replies to petition letters from the public.
The SPP answered a total of 10,649 petition letters either by text message or written replies between July and December 2018, at an average of about 1,770 per month.
He vowed to improve the quality, efficiency and credibility through optimizing the judicial supervision mechanism.
