China's National People's Congress has adopted amendments to the country's constitution at the third meeting of the 13th NPC's first session.
2958 delegates out of the 2964 attending the meeting voted "YES", with two "NO" votes and three abstentions. The secret ballot lasted nearly 1 hour with President Xi Jinping casting the first vote. A constitutional change is either proposed by the NPC Standing Committee or by more than one-fifth of all NPC deputies, and then requires the approval of two-thirds or more of the NPC deputies during the annual session. This was the first amendment to the country's constitution in 14 years.
