Russian President Vladimir Putin has outlined his major policies for a fourth term to the country's parliament. It comes 17 days ahead of a presidential election he is set to win. In his annual state of the nation address, Putin said Russia has tested a new heavy intercontinental ballistic missile, with a range and number of warheads exceeding its predecessor.

Meanwhile, Putin says Russia has tested nuclear missiles and an underwater drone almost impossible for enemies to detect. He also set a slew of ambitious economic goals, vowing to cut Russia's poverty rate in half over the next six years, improve health care and education and build modern infrastructure.
