Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, stressed the importance for grassroots level CPC organizations and members to be "strong" enough.
Only so, Xi said, could the revitalization of rural areas be actualized.
China released a package of policies known as the "No. 1 central document" in February, setting the modernization of rural areas as being one of the central government's main priorities.

Xi pointed this out during his letter replying to all CPC members in Hengkantou Village, Yuyao City of east China's Zhejiang Province – an old revolutionary area. The Party members there recently wrote a letter reporting on how the village has changed and developed, demonstrating their determination to work with the general public to construct a beautiful rural area.

The president, who served as secretary of CPC Zhejiang Provincial Committee from 2002 to 2007, visited the village – a remote, closed-off, low-income village at that time –proposed to turn the village into a leading example for all of the country's old revolutionary areas.
Xi said in the letter that his memories of the visit 15 years ago were vivid and he was glad to hear from the Party members there. He praised the efforts of local Party organizations to make Hengkantou Village a renowned civilized and well-off village, including developing "revolution-based" tourism, utilizing "green" resources and expanding specialized agriculture.
The President extended his best wishes, saying he hopes to see a wealthy, prosperous, livable and beautiful rural community.
China has been putting great effort into revitalizing rural areas and tackle the unbalanced development between China's rural and urban regions. This is also set to be one of the key tasks for 2018.
