2022 Beijing Winter Olympics: 'Two outlines and three plans' unveiled

As Beijing gears up for the 2022 Winter Olympics Games, China's General Administration of Sport on Wednesday released its liang gang san hua project (which means "two outlines and three plans" in English) which aims to improve the nation's competitiveness in ice and snow sports.
The first outline refers to the "2022 Beijing Winter Olympics Competition Implementation Outline," which sets out three plans – "Competition Service Guarantee Work Plan," "Work Plan for Scientific and Technological Guarantee for Participation in the Games," and "Work Plan for Anti-doping."
At the same time, in order to popularize the mass ice and snow campaign vigorously, the second outline was formulated for implementing the "three hundred million people's participation in the ice and snow campaign from 2018 to 2022."
The "full participation" plan that was put forward means China will set up teams in 109 sports to generate participation in all the competitions.
Beijing is set to become the first city to host both the summer and winter editions of the Olympic Games. With Beijing enjoying the honor as a "two-time Olympic city," preparations for Beijing 2022 have been benefiting from the legacies of Beijing 2008.
While addressing the media at the event, Ding Dong, the vice-director of the China Winter Sports Center, said, "We should learn experiences from the strong countries in ice and snow events. Ice and snow can become an important part of life. They can not only be an industry of sports, but one important part of national industries."
