A 10-month-old boy was found hanging from a power line in southern China's Guangdong Province on Sept. 19. He climbed out of the window because of parental neglect. A pedestrian called the police, and the boy, who eventually fell, was caught by a police officer and a delivery man, who managed the rescue with a piece of carpet.
