Shutting down the government is a card Trump has long said he would play if he did not receive funding for a wall along the US-Mexico border. Back in July, he tweeted he's "willing" to take that route if his proposed wall was not funded during a spending bill voted on in September. The bill didn't cover it, but he signed it anyway, under protest, saying he would "never sign another bill like that again."
