What China Counts: Decoding the government work report through keywords

CGTN

The 2019 government work report delivered by Premier Li Keqiang on March 5 was approved by deputies at the closing meeting of the second session of the 13th National People's Congress on Friday.

The following outlines some of the report's highlights.

Top 3 words in 2019 report

Development, reform and economy are among the keywords in the 2019 government work report.

The target GDP growth rate for 2019 is set at 6 percent to 6.5 percent. GDP grew by 6.6 percent in 2018, exceeding 90 trillion yuan (about 13.43 trillion U.S. dollars).

What's a government work report?

Government work reports are a complete record of the growth of the People's Republic of China through the decades, and reflect the changing times and progress in society.

'Development': the word used the most

Since China's reform and opening-up began in 1978, the priorities of development have changed. From 1979 to 2012, China's economy grew at an average annual rate of 9.8 percent.

Attention to quality

Since 2014, attention to quality, rather than quantity, of growth, has steadily increased.

Word count spikes

The word count tends to increase when NPC deputies change or a five-year plan starts.

More quantitative indicators appearing

More and more quantitative indicators are also appearing in the government work reports.

Since 2005, the government work report has used GDP, CPI, urban job creation and other important indicators related to development to highlight the country's development.
