From hills to waves: Inter-provincial collaboration in China to tackle poverty with the tea industry

On June 6, 2019, a Guizhou tea industry promotion event was held in Guangdong that included Duyun Maojian and several other local brands which are famous across the country. The total investment of eight tea-based projects signed by two sides is more than 320 million yuan. The projects involve the construction of tea bases, processing plants, the development of tea industry chains, e-commerce, brand communication and training, and the export trades from Guizhou to Guangdong.

As one of the wealthy and top-ranked metropolitan areas, Guangdong can provide sufficient fund and investment with international-based platforms for merchandise exports and business. Meanwhile, located in the southeast part of China, Guizhou is well-known for its tea products and industry. Also known as one of the provinces with a large poverty-stricken population and large poverty area in China, Guizhou is considered as a main battlefield for China's poverty alleviation. Served by fresh and fragrant tea, Guangdong has become Guizhou's major alliance in fighting against poverty.
China's fight against poverty is all-round and multidimensional, with well-developed provinces helping the underprivileged. Measures and approaches vary from tourism to tea.

Following the grand strategy to eradicate poverty nationwide by 2020, the time when "a moderately prosperous society" is achieved, 2019 is a critical year in the battle against poverty for China. The pairing-up strategy, linking impoverished provinces in the west to the more developed provinces in the east, plays an important role in poverty alleviation of the country.
Guizhou is paired with Guangdong, a coastal province in east China producing the highest annual GDP in the country. In 2016, Guangdong offered 110 million yuan collaborative poverty alleviation funds to Guizhou. Apart from financial support, Guangdong also offered various assistance in education, industry development and other fields. Helping Guizhou boost its tea industry is expected to alleviate 151,200 people from poverty.

From the beginning of 2017, up to the first quarter of this year, 71 industrial projects have been invested by Guangdong in Guizhou, adding five more compared to last year; five billion yuan of actual investment has been completed and 1.7 billion yuan has been in position; at the same time, around four million yuan has been allocated from Guangzhou's financial funds to set up a subsidy policy for industrial sites in the eastern part of China, encouraging them to provide employment for the poverty-stricken population.
In 2019, the subsidized industries in East China are expected to receive more financial support from Guangdong and over 3,000 registered underprivileged families will be able to increase their income and get rid of poverty.
