China issues guideline to strengthen medical sector supervision

Chinese State Council issued on Friday a guideline on strengthening supervision over the medical sector, as an effort to build a healthy China and better protect people's health.
The guideline mainly stresses three policy measures to ensure stronger medical supervision, which are defining responsibility, supervising the whole process and adopting different mechanisms.
According to Xinhua, it is one step of China’s deepening medical reform. The followings are some highlights.

Six aspects to supervise

The whole-process supervision covers six aspects:
- Medical services' quality and safety
- Medical and sanitary institutions' operation
- Public health services' standard
- Medical practitioners' behavior
- Medical industry's order, and
- Health industry's order.
By doing so, the Chinese government aims to improve the present health services, and meanwhile, set up a comprehensive system of joint prevention and control.

Innovative supervision mechanisms

In order to carry out supervision in a strict and standard manner, the guideline also mentions a variety of supervision mechanisms. For example:
- Inspections by randomly selected inspectors of randomly selected entities
- Public release of inspection results on a regular basis
- A credit system for the entire medical sector
- A system to detect and analyze risks
- Information technology to help forestall major risks, and etc.
Overall, as the guideline notes, the scope of supervision should be expanded from medical institutions to the entire medical and health sector, and supervision should cover all areas, using all sorts of measures, including administrative, legal and economic ones, so that all parties of the society can be part of the efforts and make things better.
