Xi: Legal environment vital for reform, development, stability

Chinese President Xi Jinping on Monday underscored that the rule of law is indispensable to all aspects of reform, development and stability.
Xi, also general secretary of the CPC Central Committee, made the remarks while presiding over the second meeting of the commission.
The deeper the reform and opening-up is, the more important it is to emphasize the rule of law, Xi said.
In order to create a harmonious and stable social environment, he stressed, planning for the construction of the rule of law should be completed, as well as improving the quality and efficiency of legislative work.
The Chinese president also noted that the rule of law concerning foreign countries should be strengthened as well.
Monday's meeting reviewed the committee's related work in 2018 and mapped out next year's plan.

High-quality development and legislation

The meeting pointed out both development and legislation should be of high quality.
Legislation should be actively promoted in key areas and ensure the process of legislation is scientific, democratic and in accordance with the law, the meeting noted.

For pioneers of the reform and opening-up, their relevant legislative authorization work should be arranged as early as possible in the fields of intellectual property protection, biosafety, land system reform and ecological civilization construction.
Repeal, reform and establish the law should all be carried out at the same time, it added.
For major safety problems in food, medicine, and other fields, the meeting noted measures to eliminate its root causes should be adapted and radical measures should be taken to deal with those who break the law.

Develop legal system applies to extraterritorial jurisdiction

The meeting called for efforts to accelerate the establishment of a legal system that applies to extraterritorial jurisdiction, improve cultivation of talent familiar with foreign law, actively develop foreign-related legal service and strengthen enterprises' awareness of compliance.
The rule of law is the best business environment, the meeting stressed and added equal protection should be carried out in all aspects of legislation, law enforcement, justice and law-abiding to equally protect all kinds of market subjects' legitimate rights and interests according to law.
The meeting also emphasized that to meet the needs of building a new open economic system in the new era, a unified basic law on foreign investment should be formulated.

We should use the rule of law to regulate the boundaries of government and market, respect the law of market economy, and adjust the interests of various market players within the framework of the rule of law through market-oriented means, the meeting added.
