Ten men and one woman are missing from a sand carrier boat that capsized in the sea near Huludao City's Suizhong County in northeast China's Liaoning Province on Sunday morning.

The accident occurred around 3:00 a.m. when the sand carrier boat capsized due to the strong winds. 

The rescue operations are currently underway. 

The capsized boat was allegedly operating illegally without required permits before the accident. 

An investigation into the matter has been initiated.
