China welcomes well-meaning proposals but opposes speculation and interference with ulterior motives during the negotiation of the Code of Conduct (COC) in the South China Sea, Chinese State Councilor and Foreign Minister Wang Yi said on the sidelines of the second session of the 13th National People's Congress (NPC) in Beijing on Friday.
