U.S. electric carmaker Tesla broke ground on a factory in Shanghai. Its CEO Elon Musk and Ning Jizhe, deputy director of the National Development and Reform Commission, "dialogue" from a distance on the Chinese automobile market and policy. Musk said electric cars are a small percentage of the total number of cars sold, so the opportunity is still big in China. Ning stressed that China will implement the second round of foreign investment projects this year, including new-energy vehicles and batteries.
