Liu Jin, former division chief of a subordinate unit at China Food and Drug Administration, has surrendered himself after fleeing to Canada in September 2004, according to CPC Central Commission for Discipline Inspection and National Supervisory Commission.
He is accused of corruption and was issued a "Red Notice" by Interpol in February 2016.
