A panel of experts made the final determination after reviewing the results from an online vote of candidates nominated by Chinese architects and netizens.

The ugly yet bizarre buildings have received attention across the globe. In 2012, the Fangyuan Building in northeast China's Shenyang City ranked ninth in the world's ugliest top ten buildings selected by CNN's life travel website, and later ranked fourth among the 21 ugliest buildings in the world by the Guardian.
Those listed buildings have also attracted more public attention to the urban construction style. Some netizens said that the list of the ugliest buildings reveal their popularity among the public at the same time.
Experts said though it's hard to define beauty and ugliness, which is based on subjective feelings. The list of ugly buildings each year aims to promote the development of the construction industry, promote the popularization of architectural culture and improve the architectural aesthetic level.
