With the explosive growth of global e-commerce, countries are impatient with the lack of World Trade Organization rules in the field. Before world leaders wrapped up their talks in the Switzerland resort town, 76 WTO members - including China, the United States, the European Union and Japan - have agreed to start negotiating a new framework.
