China to incentivize consumption of products from poor areas

China will mobilize all sectors to encourage the consumption of goods produced by people living in poor areas to increase their income and boost employment, according to official guidelines released Monday by the State Council.
The country will offer incentives for public institutions, state-owned enterprises (SOEs) and financial institutions to take the lead in purchasing goods manufactured in poor areas. They will be encouraged to take workers from these areas as a priority in recruitment.
Private enterprises should also take part in the targeted poverty alleviation effort by purchasing products from poor areas and further implementing the "enterprises helping villages mechanism." Associations, business chambers, and charities should mobilize donors to boost consumption.

Expanding sales channels for farm produce in poor areas

Big and medium-size cities and poor areas, together with model enterprises in poverty alleviation, will make efforts to enhance infrastructure, supply chain services, and production-based construction.
The sales channels will be further expanded by improving Internet infrastructure and public service platforms. 
Rural e-commerce will bring more opportunities to impoverished areas. E-commerce incubators will be established in regions where conditions permit, and e-commerce enterprises are encouraged to set poverty alleviation outlets there.
Stable production and sales relation could be established between cities and poor areas, and between rural sales organizations and processing companies. People in poor areas can also participate in various agricultural fairs and exhibitions to publicize their products.

Quality, safe and green products

The standard system for farm produce will be established to form a brand of quality, safe and green products in impoverished areas.
Research institutions will involve in the process to identify different varieties of lands, and more farming techniques will be introduced. The registration of green and organic products in the areas will be further facilitated.

Enhance leisure farming and upgrade rural tourism

More efforts will be made in infrastructure construction. Rural areas will improve the capacity and accessibility of leisure agriculture and rural tourism, such as building highways and railway lines connecting scenic spots.
Relying on the natural resources, folk and farming culture and other endowments in poverty-stricken areas, the country will support the construction of a number of beautiful leisure villages (towns) and rural tourism boutiques with complete facilities and outstanding features to meet the needs of visitors from across the globe.
