Naval officials debate on maritime security

As part of the multinational naval events in Qingdao, there's a high-level seminar on building a "Maritime Community with a Shared Future." The new concept of global governance was proposed by Chinese President Xi Jinping on Tuesday.
Naval representatives had a full-day closed-door meeting discussing this new concept. The delegates come from more than 60 countries. Although the concrete measures have not been released, the message sent out is already quite clear: China wants to contribute more to the global governance of maritime security – a symbol of a major maritime power.

"When there are no rules, the best way is to respect each other for mutual understanding and to compromise. Senior management should do a good job in policy planning, guiding sea forces to use rules in good faith, and avoid misjudgment," says Vice-Admiral Shen Jinlong, Chinese People's Liberation Army (PLA) Navy Commander.
We can interpret the meanings through the proposals. For example, when it comes to resolving disputes, it means relying on communications, like CUES, the unexpected encounters at sea, or the code of conduct in the South China Sea. When it comes to "Blue Economy," it means deepening cooperation, like the Belt and Road Initiative. When it comes to security threats, it means strengthening coordination and operations, like the China-ASEAN military exercises and the escort missions.
"The collaboration at sea for all navies is based on trust and confidence and cooperation, because nobody can do it alone," said Vice Admiral Andras Krause, Chief of the German Navy.

"I hope this concept will be much helpful for peace. We can talk, sit together, discuss all the disputes,  and solve all the problems," said Rear Admiral Muhammad Ali, Expert Staff for Indonesian Chief of Navy.
Gradually, there will be more talks about the Maritime Community before the real impact can be seen.
