A year after toppling Saddam Hussein’s government, in 2004 the US admitted that it had not discovered any weapons of mass destruction in Iraq. It also said that it had not found any evidence of links between Saddam Hussein’s government and Al Qaeda or Osama bin Laden. So, should the US be held legally culpable for the humanitarian disaster in Iraq? Should the US apologize for violating the Iraqi people’s human rights?
