Construction projects reform: Halving time of examinations and approvals

The State Council Information Office held a press conference on May 7, introducing new issues about the reform of government approvals on construction projects. 
China has been working to establish a favorable business environment. But this means the examination and approval of engineering construction projects must be reformed. However, as changes in the system are piloted, what kind of problems will arise and how will they be solved? 
Premier Li Keqiang has pointed out that a good business environment is a productive force. To achieve meaningful reform in construction projects, the main concerns of enterprises and the public should be highlighted.
According to Huang Yan, the Vice Minister of Housing and Urban-Rural Development, “the items for approval and time required for examination and approval vary greatly in different areas and projects. Different departments take more time and have more complicated procedures to deal with.”
Those complicated procedures lead to low efficiency in the business environment. The Ministry of Housing and Urban-Rural development is now piloting a number of ways to improve the situation.
Yan said, "So far, the priority is to simplify and optimize examination and approval procedures, and reduce illegal, unreasonable or unnecessary items. Parallel examinations and approval also needs to be established, with one department taking the lead in each phase." 
The ministry feels, to make solid progress towards building a better business environment, it should not just include the time of examinations and approvals be reduced by half, but the supervision system should also be strengthened. With the joint efforts by the Ministry of Housing and Urban-rural Development and relevant departments, the pilot reform should continue to run smoothly.
